Watford is a town and borough in Hertfordshire, 15 miles northwest of Central London. It became an urban district under the local government act 1894, and a municipal borough by grant of a charter in 1922. The borough is separated from Greater London by the parish of Watford Rural to the south in the three rivers district. The local authority is Watford Borough Council.
In the 16th Century the town developed on land by the River Colne that belonged to St Albans Abbey. In the 12th century a charter was granted allowing the building of St Mary’s church and a market.
Connections to the Grand Junction Canal and to the London and Birmingham Railway helped the town to grow with paper making mills, like John Dickinson and Co.
